Sampling inspection of cosmetics is an important means of post market supervision of cosmetics as stipulated in the Regulations on the Supervision and Administration of Cosmetics. It plays an important role in timely discovering safety risks in cosmetics and lawfully investigating and punishing illegal behaviors in cosmetics.  
1、 Overall situation
The national drug supervision and administration department adheres to the problem orientation and focuses on regulatory concerns. Focusing on the types and places with frequent problems and the enterprises involved in the products that do not meet the requirements in recent years, it organizes the sampling inspection of 11 types of cosmetics, including hair dye, spot removal and whitening, cosmetics, sunscreen, children, claimed acne removal, facial mask, ordinary skin care, hair care, nail polish, toothpaste, etc, A total of 20368 batches of products were randomly inspected. According to 33 cosmetics inspection institutions and the "Cosmetic Safety Technical Specifications (2015 Edition)", among them, 19880 batches of products meet the requirements, accounting for 97.60%. For cosmetics manufacturers and operators involved in products that do not comply with regulations, the drug supervision and management departments of each province (district, city) shall organize legal verification and disposal. If any illegal behavior is found, it shall be seriously investigated and dealt with; Those suspected of committing crimes shall be transferred to the public security organs in accordance with the law.
2、 Sampling situation

The distribution of the number of batches of cosmetics sampled by the drug supervision and management departments of each province (district, city) is shown in Figure 1. Sampling is conducted using two methods: on-site sampling and network sampling. The regional distribution of sampling is shown in Figure 2. The distribution of the sample's origin is shown in Figure 3.

3、 Inspection status
Among the 11 types of cosmetics sampled, 8 types of cosmetics, including freckle removal and whitening products, children's products, and regular skincare products, all met the required batch inspection requirements, accounting for over 97%. (See Figure 4)

The National Food and Drug Administration will deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, and take the release and implementation of the "Management Measures for Cosmetic Sampling Inspection" as an opportunity to further improve the quality of national cosmetic sampling inspection work, improve the efficiency of cosmetic supervision work, and make greater efforts to ensure the safety of public cosmetic use and support the high-quality development of the industry.
